Blumberg's New York Durable Power of Attorney Form
Last year’s substantial revision of the General Obligations Law
regarding Statutory Powers of Attorney (Chapter 644 of the Laws of 2008)
was to become effective on March 1, 2009. As that date approached, the
Governor signed a bill changing the effective date to September 1, 2009.
The following Blumberg paper forms dated 3-09 will be effective on September

On June 15, 2009, the Assembly passed a Correction Bill (A8392-A) that,
if enacted, would require further changes in the Statutory Powers of
Attorney. The current Senate version of that bill (S5910) has been lingering
in that chamber as the Senate has been distracted by other matters. We
expect it to pass after the Senate reconvenes and become effective sometime
this fall.
